I haven't read the rulebook but does a model having "Attacking" in its name make any difference? If so, what is it?

Not at all, it's just to add a little visual variety. Likewise, I think there are a few listed with 'advancing' in their name which similarly describes the pose, rather than any particular role. Beats calling them 'Roboman' and 'Roboman 2', for instance.
It can be useful if you want some of your models to act differently. The official rules give different stats for Ogrons with and without grenades, so you could reasonably determine that your Ogron has a blaster, but your Ogron attacking has blaster and grenades.
Given their placing during the Dalek Invasion of Earth (surely the best story to replicate or fit your games into, but for the presence of UNIT), it's a pity there's only one model of a 22nd Century Guerilla, as a 'Guerilla Attacking' would allow for a less uniform, more satisfying detatchment to join the allies.
